Crimpers designed for use with Deutsch connector contacts will crimp at 4X positions. There are a variety of Deutsch contact sizes, so there's likely a tool that could be used for these bullet style terminals.
The quality tools are expensive, though, and the cheap ones often don't crimp worth a damn.
