I agree.

The old way, w/o a vacuum gauge, is to set the idle as low as you can, first then, start at 1 1/2 turns and turn the screw in, until the revs drop, then turn it out, the same way. Count the turns and set it in the middle. Do it twice, after the first time, reset the idle.

You didn't say if it's one carb, or more. With two or more carbs, you have to set the throttle plate opening, first.
