The only thing I could think of is the horizontal rods are not perpendicular to the brake fork shaft. As they're not perhaps it introduces ANOTHER lost motion to be made up each time on application of the brake?

Still, if it is apart - make it right - you'll eliminate another possibility of screw up.

Like doing a roof, if each individual shingle is laid to the best possible condition - when the roof is done you KNOW it is tight.
