If it is just laid over vanes and not leaks, they can be straightened. I spent a couple hours with a pair of metal fingernail files straightening the fins/vanes on the '41 truck radiator I put into my '41 coupe. Looks good, and air flow is not impeded. Tape some cardboard over the radiator surfaces when installing.

I also had some calcium spots around tank edge and hose fittings, indicating some seepage. The FlexSeal liquid (as seen on TV!) applied around those areas seems to be holding up fine under heat and pressure. Wire brushed the surfaces clean before brushing on the black goo. Cured for a few days and spray painted black; also holding up fine.
