And turning that around, any NY resident having that ability to register in NY, would nevertheless seek to devalue the purchase price because of the defective Title.
To attempt to sell while stating that only some states require a Title would be an attempt to defraud.
To purchase a Title from a dealer in "Automotive Memorabilia" for the purpose of sale with an untitled car is a crime.
To stamp numbers on a frame to match a Title is a crime.
To do anything to circumvent the law is a crime, and the original poster is not asking for advice on how to be dishonest.
