Although some antifreeze products are more prone to foaming, I will go with Ruth on this one. I believe that you are due for a head gasket replacement. Read all the postings on the Barn about replacing head gaskets.

Re torquing the head is a maintenance thing and should be done once a year or so depending on how much driving you do and how recent the head gasket was replaced.
