A small pan head sheet metal screw goes through the hole in the trim and subsequently is threaded in to the hood (sheet metal). That small piece must be installed prior to the large piece as the large piece covers up the screw head.

There are two distinctly different sets of springs depending on what model '40 you have - Deluxe or Ford V8. My guess is you have an incorrect set.
