Default Checking Fluid in Rear Shocks on 31 Victoria

I am checking the fluid levels in the rear shocks of my 31 Victoria. The shocks are rebuilt by Arizona Model A and I think they are original housings. Anyway, I can't back out the fill plugs far enough to fill them. The plugs come up against the wood subframe. I will have to remove the shocks from the frame to get the fill plugs out of the hole. What is the correct position of the fill plugs? I suspect that when the shock covers where installed, the cover was placed incorrectly. The plugs are at the very top of the housing.
