My commercial experience with plating shops doing Ni Cad, Zn Cad type processing is they all work in large quantities. Their processes usually involve people moving parts to, into, and from the plating lines. They do not like for the most part getting involved with small quantities as they can disrupt operational flow and small quantities tend to get lost.
The kinds of parts you are talking about could be cleaned, buffed to remove rust, and coated with something like Eastwood's Zn Cad paint. Just a thought.
