If you are "hell-bent" on fixing your 4-blade fan, just drill out the rivets and replace them with aircraft grade bolts and lock nuts. And only do that if everything else about that assembly is A-OK.
Otherwise you will take the chance of wiping out your perfectly good radiator. Don't ask me how I know this!
(BTW -- I am now using one of those 6-blade plastic fans)
