There is also supposed to be a felt seal held in by a small round washer at the bottom of the pump rod hole in bowl. I don't know if it's there for lubrication for the pump rod, or to stop fuel from leaking. Like stated earlier above, there shouldn't be much fuel spilling over to the top of the pump rod to see a persistent leak at the bottom. My guess would be that the felt seal isn't meant to stop fuel since it's pourous.
