These days, for reasons that seemingly aren't self-evident, it's the 18" wheels that are the most in demand and therefore the highest priced of the three sizes of '32-'35 welded spoke wheels. Given that, it's the tires that have the greater part of the value of this set. $500 is about right if not a bit high.
