A starter with badly worn armature bushings will drag the armature into the pole shoes, making it slow. Also, be sure the face of the starter, and the place on the clutch housing where it fit, is clean so the ground is good. I always run a secondary cable with two eyelets between one of the starter mounting bolts and the battery ground strap. A 12 volt cable is OK for that purpose. A starter requires several hundred amps, so all connections must be lean and tight.
