We must have the DUMBEST road safety people in the world. We are allowed to use smaller RIMS, so long as they are not more than 3" smaller than the originals. That means these 16" wheels cannot go on a 28 or 29 car but can go on the mechanically identical 30/31.
I would have thought that the important thing would have been the WHEEL size which includes the tyre. A 4.50X21 tyre has a rolling diameter of 30", 5.00X19 has 29" X 16 has 28". The wheel size is less than 3'' smaller but not allowed on a 28/9 car. DUMB!
