Usually that is enough to pop them loose. Sounds like you have already loosened the adjuster as far as it will go.

I think it's the
center axle nut that should be loosened... a drive around the block on loose lug-nuts can't be good for the wheels or the lugs...
I have used this trick on the Model A and other vehicles with tapered rear axles, and it works.
