The 1939 Fords were the last to have two-white-sides whitewall tires as the WSW option. Prior to the 1940 models, if you ordered WSW they were white on both sides and contrary to the opinions of some hobbyists, they were an RPO (regular production option) throughout the pre-WWII flathead era.

In the Early Ford V8 Club concourse judging '32-'39s with single-side WSW have points deducted for the absence of the inner white wall.
