Yes about 3x too much. A lower pressure pump would be better along with a suitable 2 to 4 lb regulator , I think Holley blue , but there are others also. Though the round dial type ones are notorious for irregular pressure. So at present you are probably lifting the needle valve off the seat and flooding the carb. Fix the fuel pressure first , the evaluate other issues.
