I went the bonded title route in CO in 1998. Car is registered as a 1999 homebuilt, however, there have been some changes since then. It took a week to get a bonded title once I had my ducks in a row. Taxes are based on the bond amount and the safety inspection was lights, horn and seat belts. You can get an inspection on the spot in the Durango office. I suspect that it's easier to deal with a DMV office in rural areas than Denver or the Springs.
