You must be a resident to get a title. You must get it in the county you are a resident in.

It must be inspected by the State Patrol and you have to then apply for a lost title.

I have done it, and have numerous customers that have done it, and it can be done, but takes a few weeks, as you have to schedule with the state Patrol and they are always backed up on those inspections.
