I assume it ran when put away, so most likely the points contacts need to be cleaned, or the engine is flooded. Twice after setting for weeks during humid weather my 28 didn't start when using the electric starter, but fired right up when I hand cranked it.

You shouldn't pull the choke for more than a couple compressions, or you risk flooding the engine.
