Well, I found the problem. The top eyelet on the driver's side of the front wishbone broke and opened up. Rust in the face of the crack suggests it's been cracked a while. The shock and spring mount installed through it and the axle, and the shock mount also incorporates the brake lever rod. With the wishbone broken, applying the brakes apparently twists the axle forward at the top, which then releases the brake allowing the axle to untwist and slam back to what's left of the wishbone eyelet with a bang. With your foot on the brake, it cycles over and over. It's only elongated by 3/8" or so, but it still bangs like crazy.
Now the hunt for a wishbone...
