If you mean you can't back out the two large slot head bolts from the lower stanchions, they can be a bear to unscrew. Short of heating the heads with a torch and destroying the paint on the stanchions, try using a heavy hammer and a solid steel chisel (no plastic handle), whose blade will fit into the bolt slots. Strike the chisel straight on to shock the bolt threads. Then use a LARGE, thick and wide flat blade screwdriver and turn the bolt to the RIGHT, as if tightening. THEN unscrew it. By tightening the bolt, you will break the bond between the bolt threads and the body stub threads.
If this fails, you may have to drill out the bolt heads to remove the stanchions. Once the remaining shanks have been drilled, tap the holes for the new mounting bolts.
