Just a thought. One thing I found out while restoring the instrument cluster was the poor condition of the housing where light reflects.

In my case the white paint wasn't white anymore and it was flaking off. So I removed the old paint and sprayed it with a fresh coat of white paint. Also, after replacing all lightbulbs, the cluster illuminated as new. The fresh paint made a huge difference.
