The point of the lower tray and the "shield" at the oil pump shaft was to control "oil vapor" being lost out the oil fill tube.
You no doubt have seen the oil fill cap/topper that has the spiral wound metallic hose designed to route oil vapor "below" the car. This was invented because of the tendency to throw vapor.
As to its applicability, one imagines an A pan should fit a B engine. The lowering of the tray seemingly to decrease the "dip" and therefore agitation of the oil contained in the tray. (Service Bulletins P. 576)
The entry says the lower pan and oil pump shield should be used "together" and not to "mix & match" parts. I also think I see the p. 576 pan has "holes" per the previous discussion
