Actually I found my answer in Kube's book. It was hiding at the bottom of page 4-37.

"Also, the emergency brake cable clip (01A-2279) was fastened directly beneath the rearmost bolt head" (of reinforcement bracket 01A-5032) ref: pg-4-37, "Its Ford for '40", Mike Kubarth

That along with a picture Kube had previously sent me, made me realise I was trying to bring the ebrake cable up the wrong side of the frame rail. it should come up on the inside of the inner frame rail, and go under the clutch equalizer shaft.
