The woman's dress, and gas rationing sticker on the windshield, indicate this might be an early '40s pic. If so, the car is in great shape... Note spotlight and lower-hinge outside mirror. I think the bracket on the bumper is an 'override' in case you bump a car with a higher bumper. Not sure how useful it would be.
