Replace bearings at the ends. Adjust rods so that the levers are straight up and down before the brake peddle is pushed. After the rods are adjusted, the levers in the front should be 15 degrees towards the front and the rears 5 degrees towards the back. After the rods are adjusted, adjust the brakes using the adjusters on the backing plates and do not change the lengths of the all the rods.
If you still have a problem after all that, or before doing the work, look at another car and compare the cross shaft with yours.
