Is you other upholstery authentic looking including the cowl panel you have? If you have one good one, you could just buy some matching upholstery material and water resistent upholstery hardboard to glue the upholstery material to from Classtique or another company that carries it and use the one you have as a pattern to make the one that is missing. I believe the cowl panels are just upholstery board with upholstery material glued to it with edging stitched on the door side. Any upholstery shop can sow the edging on the panel, or you could just leave it off.
