It depends on a lot of things . . . the machine work, the tolerances, the quality of the rings, has the engine been put under load to break them in, etc.. I won't speculate here, but my suggestion is to go run it hard - full accelerations for low speed, multiple times to see if that helps the rings seat. Also, without a leak down test, hard to really know if you have an issue and what it is.
