Sorry to be "that guy" but would I be right in thinking there should be no need for a shim? There must be something out of whack. The hub depends on a very tight fit between the shaft and hub. Inserting an intermediate piece (or two!) between hub and shaft will destroy the tight fit and can lead to cracked axle shafts.
If my drums were contacting the backplates I would be looking at the hubs, drums, shafts and backplates.
