Hole you say ? Looks like someone got carried away, and in the wrong place. A switch for an electric fuel pump (which I actually like) was previously mounted below the dash to the right of the steering column. One or more of these may represent failed mounting attempts. The switch that is seen in the photo doesn’t seem to serve any purpose and might be a good donor hole.
