I'd check condition of the fork rod for 2nd/3rd with emphasis on the detent ball, spring, and depth of groove in the fork shaft. It can be checked as was previously mentioned with the tower off the transmission. Too strong a spring or too deep a fit could cause detent problems.
I'd then check how easy it is to move the sliding gear for 2nd and see if it is stiff sliding on the output shaft. It should slide easily with the top off. Fork straightness and fit in the gear groove also should be checked.
You just never know what you're going to get with any reproduction parts you may get. Folks have also had problems with some of the small wide caged bearings for the shafts. They may have dimensional problems or problems with material and hardness of the rollers.
