FOR YOUR 1931 CAR (from the 2016 revisions of the Restoration Guidelines):
"The fixed and movable jaws of the adjustable wrench were dipped in black pyroxylin prior to assembly. The knurled adjuster was blued steel and the pin was unfinished steel."
"The open end wrenches were painted with a thin coat of black lacquer."
I paint the wrenches with satin black paint and use gun bluing on the knurled adjuster.
