It does not refer to the hole size. I don't understand what about the size of 1/4" x 1.5" is so hard for you to comprehend.

As you can see the washer is 1/4" thick.
1.5" across.
Has a 1/4" hole in the center.
To be used as a spacer the 1/4" hole must be enlarged to 11/16"
