Did this just happen, or are you working on returning a dormant car to the road? If the sockets were wired wrong, or incorrect bulbs, or bulbs installed wrong so that the dim side is worked by the signals, could be possibilities. It is most probably something on that side that is requiring less amps, not enough to trigger the flasher.
