Default 1933 clutch pedal adjustment

I am preparing to adjust the play on my clutch pedal. There is far too much play and that is probably why I have having problems down shifting.
The service manual says to remove the clevis pin, unless I am seeing thing wrong under the car there is also a pin with cotter pin on the other side of the clevis, which is much easier to get at. Is there a reason that the more easily reached pin cannot be removed to adjust the length of the clevis bar?
