The handle may be stripped on the shaft, probably fix by drilling a hole and use a roll-pin through handle and shaft; or the gear drive on the regulator is stripped/ broken and I don't know the most probable failure mode on that regulator. Has the windshield be sealed closed? To R&R the regulator you need to remove the top panel off the dash and hold regulator mounting nuts from underneath the dash.
