John, When you get the cap centered, hold it with one hand and slam the center with the palm of the other hand. You definitely need to seat the cap securely, and this is the best way to do it, not with a tool.

For removal, make yourself a small slide hammer with a hook on the end. You can use this slide to tap one or several spokes, gently loosening from the clips. No damage, and complete control, preventing the cap from falling on the ground.
