Whenever I find a deal like this I put a down payment (that won't hurt too much to lose) and have them (the seller) apply for a lost title or duplicate as the case may be. That way your not trying to run the seller down to get any paper work signed that the DMV needs. I've walked away from some super deals when the seller wouldn't do this. If they can't take the time they don't want to sell it very bad, but it's an entirely different thing if you are getting it for parts
