Some thoughts.
Rebuild the carburetor making sure that the float and needle valve move very freely.
Install a new carburetor.
I would say there's something binding the float. Is it possible that the float is becoming unattached from its hinged point?
Do you have another carb you could take apart for comparison?
What year model engine and type of carb are you using?
