I'm sorry I can't give a direct answer. However, you may wish to investigate these options:
- PPG Duracryl: While not traditional nitrocellulose lacquer, this is an acrylic lacquer with similar properties. It may be possible that you can purchase it in Holland from a local PPG distributor.
- TCP Global (http://www.tcpglobal.com): I believe that they do sell some types of lacquer paint, and have been informed by them that they can ship to Europe using UPS, although I haven't actually done so myself.
