I was thinking of doing that too..I was going to add some 3M black weatherstripping adhesive to the cut portion, to glue it back together. But you are right as long as it is along the top not problem there. My vacuum line has medical tape on it, I guess it was injured. My windshield wiper only moved a little. No problem, I was going to use rainx anyway and for that matter I was not really planning to drive in the rain. But I would still like to get the wipers working.
