I bought a repo shut off valve at a swap meet once and the hole was larger than an original shut off and the pencil filter was loose.
I did not use that valve, but instead bought a USA made one at Brattons.
The pencil filter fit snug and the valve never leaked.
Hopefully your shim will stay tight and wont come loose.
