The Brake drum may be "Bell Mouthed" from being thin or overheated. It looks like the outer area of the Drum to Shoe contact is less than the inner areas near the hub.
If the drums were checked with a Drum Micrometer and were in size and not out of round or Bell Mouthed then I would think the shoe is bent slightly. Maybe someone in it's past beat down hard on the shoe to install the rivets and bent the shoe.
