Any upholstery shop with a sewing machine could make it as it is just like windlacing (dense round sponge rubber core tightly wrapped in fabric), in this case top material, sewn together.

Double no. The only heater offered by Ford for its '37 vehicles sold in the U.S. was a hot air (manifold) heater. No hot water heater was offered.
