This is just a suggestion. If you have not replaced the 4 core plugs on the oil pan rail , now would be a great time to do it .

I do not think having 2 different chamber volumes is ever correct . It’ll work but not correct. Especially when rebuilding a motor and you have a chance to correct it .

Its always best to have equal chamber cc but back in the day you got what was available .

Check the amps required to run an electrical vacuum pump . I would just run the engine vacuum with a extra holding tank. Easier and probably cheaper . Just my opinion.

Agree with solenoid issues but First check the connections, grounds , body connections, both solenoid terminals etc . It could easily be corrosion build up .

Are there multiple ports ? The distributor uses a unique vacuum source . If you’re not familiar with the load-matic ( ?) distributor, read up on it . But you did mention that it was running this way...

Are you using a stock cam ? Diameter of tires would help with answering your question.
Do you have or plan to drive where they have hills/ mountains ?
