Have you positive or negative ground system?
Have you the correct regulator for this system? They are not changeable.
Have you polarized your regulator?

After removing the 4 bolts just turn the fan clockwise with your hands. There is only some rust between the fan and the crankshaft. After a few rounds it should loosen.
