Joes31, I can't ThankYou enough. I did finally figure it out! I noticed the new felt channels were different on the ends. I got the bottom secure and into the metal channel and pulled them apart...

Did your old regulator bind or just ratchet with a bad tooth ? You may have received a faulty new regulator. They don't make them like they used to.
