I look at it this way. A 5 HP Briggs & Stratton engine would propel a go cart at a pretty good clip and a 4 HP wouldn't be far behind. My guess is that there is one too many zeros in that percentage....

The only engine you have to watch out for in those years in the Canadian sourced 69A. It has some different bearings associated with it. The 59A is no problem.

Most jacks have a simple valve mechanism that won't be affected by the pressure of the load. It just depends on what kind of valve design it has. Older equipment of 3rd world design can be even more...
