Here is a short video on how to clean them.
Yours look black and fuzzy. Time to clean them. Keep them clean and those plugs will last a very long time. Our plugs do foul and it is easy to clean...

Those seals don't prevent the rear axle lube from getting to the drum, they redirect the grease from the rear bearing grease fitting out toward the rear bearing. If they are not there, you will pump...

If its an old radiator, then the tubes are probably plugged solid so nothing can get into the to clean them out. If not, and it overheated during a very short trip, it may be combustion gases...

Take some jumper cables and go from the battery to the starter and ground. Leave the standard cables in place. If it’s better, then you have resistance somewhere in your cables, or you have 12 volt...

For the same power, a 12 volt system will draw half the current. If you double the voltage, current is halved. Power (watts)=voltagexcurrent.

You should put in new bushings for both shafts unless that has already been done. Very high load on the service brake shaft bushings.

Keep in mind that they are spring loaded and can be pulled toward you to get some room to work with a file.
